ANIMAL SERVICES OFFICER I
HOURS: Split shift work, including holidays and weekends.
Job Duties (may be assigned to administration, field, or kennel):
Administration Operation Duties:

 *   Assists citizens with paperwork necessary to complete transactions for adoptions, redemptions, sterilization program, licensing programs, donations, and trap issuance.
 *   Collects fees, prepares daily reports, and prepares cash deposits as required.
 *   Enters data necessary for tracking complaints, animals, Local Rabies Control Authority (LRCA) reports, etc. into computer data base.
 *   Prepares billing statements for veterinarian clinics as required.
 *   Files citations and warrants as required with Municipal Court, Police, or other agencies.
 *   Assists with off-site events such as spay/neuter clinics, adoption fairs, etc.
 *   Provides adoption counseling to prospective pet owners.
 *   Responds to phone calls and walk-in customers in a high-volume environment.
 *   Operating computer aided dispatch (CAD) and Chameleon system to dispatch field calls and process CAD daily reports.
Field Operation Duties:

 *   Operates City animal services vehicles safely and obeys state laws and City policies during the performance of duties.
 *   Utilizes computer-aided dispatch system and operates two-way radio systems using correct codes and signals.
 *   Operates patrol vehicle within City limits to impound animals roaming at-large, or injured animals involved in bites or scratches.
 *   Responds to animal complaints, removes wild animals from residences, enforces applicable City of Plano ordinances and regulations.
 *   Removes deceased animals from residential areas, veterinarian clinics, and roadways according to department protocol.
 *   Educates citizens regarding compliance with animal laws, ordinances, and quarantine requirements.
 *   Maintains daily work sheets regarding impounded, deceased, and wild animals.
 *   Represents Local Rabies Control Authority to enforce state rabies laws and City licensing requirements. Issues citations or written warnings. Completes and processes citizen complaints regarding violations.
 *   Represents the City in Municipal or County Court regarding citations issued for violations of animal regulations.
 *   Euthanizes animals that are high-risk, rabid, critically injured, or sick animals impounded in the field.
 *   Loads animals into incinerator, unloads ashes from incinerator, and maintains incinerator records.
 *   Performs minor repairs and maintenance to a variety of equipment.
Kennel Operation Duties:

 *   Maintains proper sanitation according to department standards by cleaning animal cages, walls, windows, and flooring. Sanitizes as required.
 *   Shows adoptable animals for potential adoptions.
 *   Observes animals and reports any signs of illness, distress, or safety issues.
 *   Ensures all animals have adequate food and water by replenishing supplies.
 *   Ensures all adoptable animals are properly identified with tags, collars, and correct cage cards.
 *   Keeps outside exercise areas free of solid waste.
 *   Operates washers and dryers to clean laundry.
 *   Exercises animals by taking them to exercise areas.
 *   Reconciles animals and updates paperwork and computer system to reflect changes.
 *   Euthanizes animals as required.
 *   Prepares rabies specimens and forwards to the Texas Department of State Health Services (DSHS) for testing.
 *   Provides humane treatment to all animals.
Knowledge and Skills:

 *   Knowledge of City ordinances and State regulations governing animal and disease control sufficient to accurately enforce applicable ordinances and regulations.
 *   Knowledge of common animal breeds, diseases and behaviors sufficient to accurately assess appropriate handling or treatment.
 *   Knowledge of techniques to capture, handle, tranquilize, and euthanize domestic and wild animals.
 *   Knowledge of PC operations and keyboards sufficient to enter and retrieve data.
 *   Effective verbal and written communication skills.
 *   Ability to drive a three-quarter ton truck with animal carrier, operate a two-way radio, and use equipment required for animal capture and/or containment.
 *   Ability to deal effectively and professionally with the public in emotional situations.
Education and Experience:

 *   One year or 32 semester hours of undergraduate college course work in English or Business Communication, or the natural sciences (biology, chemistry, zoology, animal science, etc.).
    *   Experience may substitute on a per year basis for the education requirement.
 *   One year in care and handling of animals or other animal related experience.
 *   One year in computer data entry or related computer skills.
 *   One year experience in extensive public contact with a customer service environment preferred.
Licenses and Certificates:

 *   Texas Class C driver's license with no major violations within past three years.
 *   Must obtain Texas Department of State Health Services Basic Animal Control Officer Certification within one year of appointment to position.
 *   Must obtain the Texas Department of State Health Services Certified Euthanasia Technician certification within four months of appointment to position.
 *   Must obtain and maintain all required licenses and certifications in accordance with applicable state laws and/or city policies.
